
Pete Hines says that varying social faux pas in different territories cause a content headache
The product manager for Fallout 3 developer Bethesda Pete Hines has said that different sensitivities in different global regions are a source of frustration for the firm, CVG reports.
The statement comes after the studio was forced to make a number of changes to its upcoming post-apocalyptic RPG in order to get clearance for an Australian release.
“The frustrating thing for us is that the standards and rules can be so varied across territories, that we work with five or six ratings agencies and each one has different 'hot buttons',” he stated.
“In one place nudity is a big deal but violence is fine, and in another place drugs are a problem but nudity is fine. I guess that's the way of the world – not every country is the same. You're not aiming at one target, you're aiming at six different ones, worrying about how each one will feel about different things.”

There's a very simple solution here- make one game to one set of standards, and if it gets refused classification in one country or the other, screw 'em. Let them take the economic hit of actively refusing trade in their nation- it's not like importing is a difficult thing nowadays, especially given the rise of digital distribution.

Only 6 different targets in the world. It amazes me that american product managers have no idea of the opportunity global variation provides - thinking of making games with lots of local variation might actually increase sales - and rather than a frustration be an inspiration.

Most of publishers are missing huge business opportunities due to the fact that they do not approach businesses locally (they forget the wise words - all business is local business).
