No one is without flaw; we all have shortcomings.  There are some who prey on the weaknesses of others and use these faults for their own agendas.  It only takes a few determined maniacs to crumble a system, and Sunrise City certainly has its fair share of maniacs.  Life in this city is akin to a high-stakes card game, but unfortunately an overwhelming number of individuals are not playing with a full deck.  Episode 7 introduces players to Mayor Cartagena and the alliances he must maintain to preserve his power in a city run by criminals.  Players will see exactly what stands to be lost in the days leading up to the expiration of the Thumbcuff Accord, as the clock ticks towards go time.
