The PSP section of Sony's CES website states: Call friends, talk trash to fellow gamers or catch up with acquaintances via Skype for PSP.”
Skype allows users to make free telephone calls over the internet. Sony has previously touted a deal with BT to bring the Go! Messenger video calls service to the handheld, and it's not known how the two rival systems will co-exist with the machine – it might be that Skype remains North American only for now.
